DAVE WEINBERG

Mr. Philip “Dave” Weinberg is the Assistant Secretary of the Air Force for Financial Management and Comptroller, the Pentagon, Arlington, Virginia. As the Department of the Air Force’s comptroller and chief financial officer, he serves as the principal adviser to the Secretary of the Air Force, Air Force Chief of Staff and Chief of Space Operations on all financial matters. He provides financial management of department resources, including nearly 700,000 military and civilian personnel and an annual budget of almost $250 billion. He oversees the budgeting, financial operations, cost estimating, financial business systems and Congressional appropriations liaison that support Department of the Air Force priorities, in accordance with Congressional, Secretary of War and Secretary of the Air Force direction. Additionally, he is responsible for the training and development of over 13,000 military and civilian financial management professionals.

Mr. Weinberg entered the Air Force in 1979 through the Reserve Officer Training Corps at Clemson University. His assignments include finance, accounting, budget and comptroller in multiple commands and in the deployed environment. Additionally, he has served as a comptroller at every level of command, including wing, major command and now Air Staff. During the opening of the Global War on Terror, he served as the Comptroller, Headquarters Air Education and Training Command, Randolph Air Force Base, Texas. He was responsible for managing the $8 billion required for the recruitment and accession of Air Force personnel and providing them with military, technical and flying training to replenish Air Force combat capability. A veteran of Operations Iraqi Freedom and Enduring Freedom, he served as the Director of Resources Integration (A-8) for U.S. Central Air Forces at Prince Sultan Air Base, Saudi Arabia, supporting the warfighters and managing the $1.5 billion spent at the 38 sites within his area of responsibility.

Prior to his current position, Mr. Weinberg was the owner and sole proprietor of DaveSpeak, a company focused on delivering leadership presentations. He retired as a Senior Partner from Kearney and Company, P.C. (Kearney), a Certified Public Accounting and consulting firm employing over 1,000 professionals.
