Mr. Richard “Rick” C. Kellogg is the Acting Deputy Director of the Concepts, Development and Management Office where he supports the Director in leading and implementing highly complex problem sets at the intersection of the Department of War and the Intelligence Community. Mr. Kellogg is dual hatted as the Director of the Mission Partner Capabilities Office, responsible for the operation and sustainment of the Battlefield Information Collection and Exploitation System and other elements of the Mission Partner Environment enterprise. Mr. Kellogg leads a global team of over 105 civilians and 750 contractors dispersed in 15 countries worldwide. His MPCO team provides capabilities that are critical to the combatant command’s ability to perform command and control and share intelligence with allies and partners.
Before joining the federal government, Mr. Kellogg spent over 25 years in the Air Force in various Space acquisition, operations and staff assignments, retiring as a colonel in August 2009. Mr. Kellogg’s assignments included Payload Engineer support to Space Shuttle operations; a tour in Shemya, Alaska; command of a Satellite Operations Squadron; Director of the National Reconnaissance Office Pentagon Group; wrapping up his career as Military Assistant and Chief of Staff to the Deputy Under Secretary of Defense (Intelligence) for Technical Collection and Analysis.
After retiring from the Air Force, Mr. Kellogg joined civilian service with the Office of Naval Intelligence as the Director of the Innovation and Collaboration lab within the Air Force’s Intelligence Systems Support Office. He led a team providing research and development support to the Office of the Under Secretary of Defense for Intelligence. Mr. Kellogg then joined the private sector for four years with Semantic Research — a small commercial software company that pioneered graph analytics applications to knowledge curation challenges. Initially, Mr. Kellogg led the sales team, focusing on market growth while linking customer feedback to product development and later directing all contracts, program management and proposal development activities.
