Mr. Vincent M. Liddiard, a member of the Senior Executive Service, is the Director, Security, Special Program Oversight and Information Protection, Competitive Activities, Office of the Secretary of the Air Force, Arlington, Virginia. He leads the Department of the Air Force’s $14 billion Special Access Program portfolio and provides direction, integration and oversight across the Information Protection Enterprise. In this capacity, Mr. Liddiard ensures safeguarding of the Air Force’s most sensitive technologies, information and capabilities.
Mr. Liddiard also oversees the Air Force’s Counter-Insider Threat Hub and the Declassification Office, reinforcing enterprise efforts to detect, deter and mitigate internal threats and ensure appropriate protection and release of classified material. He provides executive leadership, policy direction and strategic integration for the Department’s most sensitive programs and security functions, ensuring alignment with national defense priorities and cross-agency collaboration.
Mr. Liddiard previously served as the Deputy Director for Operational Test and Evaluation in the Office of the Secretary of Defense. In that role, he led Strategic Initiatives, Policy and Emerging Technologies. He also oversaw six field test organizations.
A senior leader with more than two decades of experience in defense testing, security operations, program oversight and interagency coordination, Mr. Liddiard has held executive and technical leadership roles in both Army and joint organizations, including leadership roles at White Sands Missile Range and Dugway Proving Ground. He is a recognized expert in operational testing, national security program execution and the integration of emerging technologies into defense enterprise structures.
