Overview 
The Air Force Civil Engineer Center, located at Joint Base San Antonio-Lackland, Texas, is a 1,900-person primary subordinate unit of the Air Force Installation and Mission Support Center, Air Force Materiel Command. The center is responsible for providing responsive, flexible full-spectrum installation engineering services. The center's missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, audit assertions, acquisition and program management. Conducting operations at more than 75 locations worldwide, the center oversees the annual execution of more than $11 billion in contracts, $7 billion in housing, $5 billion in Enhanced Use Lease portfolios and indirectly controls $49 billion in contract vehicles. 

Organization 
The Air Force Civil Engineer Center, led by a general officer, has nine directorates: Energy; Environmental; Facility Engineering; Installations; Operations; Planning and Integration; Readiness; Business Information Systems and Requirements; and Strategic Acquisition and Category Management. The center is also responsible for delivering seven core capabilities: Built Infrastructure Investment and Recapitalization, Environmental Compliance and Restoration, Integrated Base Response and Recovery, Real Property and Real Estate Program Management, Energy Assurance, Civil Engineer Enterprise Health Assessment and Integrated Infrastructure Investment Requirements. Each core capability is assigned a program executive who is responsible for delivering that core capability across the AFCEC enterprise.

Built Infrastructure Investment & Recapitalization  
From the fence line to the flightline, AFCEC leads the delivery of facilities and infrastructure tailored to meet Department of the Air Force priorities. Our professionals execute scalable and integrated built infrastructure planning investment, Military Construction and Facilities Sustainment, Restoration and Modernization, technical services, Natural Disaster Recovery and nuclear enterprise programs.

Environmental Compliance and Restoration
 
AFCEC enables installation missions through centralized environmental compliance and restoration program execution and support. Our team of environmental professionals implement policy, and lead the Planning, Programming, Budgeting and Execution process by providing data management, multi-level environmental reporting, subject matter expertise and training. AFCEC directly supports installation commanders and major commands through environmental planning, base-level cleanup and partnering activities.

Real Property and Real Estate Program Management 
 
Real estate is the foundation of airpower, and AFCEC’s real property team supports the strategic management and disposal of Department of the Air Force real property. The team’s capabilities include appraisal, lease renewals, licenses, easements, title options, housing, value-based transactions, cleanup and transfer Base Realignment and Closure property and other support services.

Energy Assurance
 
Our energy engineering and acquisition experts deliver energy resilience capabilities to the Air Force and Space Force enterprise. By identifying mission-critical power and water vulnerabilities, executing actionable solutions and supporting installation-level resilience planning, the AFCEC team bolsters the installations’ ability to respond to and recover from energy insecurities.

Integrated Base Response and Recovery
 
Agile response and recovery are critical to mission resiliency. AFCEC’s diverse installation response and recovery capability equips commanders with the expertise needed to prepare, respond, and recover installations from damaging events and restore full mission capabilities. This core capability ensures specialized Civil Engineer damage assessment and repair teams are postured to deliver rapid evaluations and repair of facilities.

Civil Engineer Enterprise Health Assessment 
 
Assessing our ability to deliver civil engineering support to our installations is imperative to the success of our mission. AFCEC’s Civil Engineer Enterprise Health Assessment team measures the performance of our business practices to ensure that we are effectively delivering programs to our customers. This core capability provides leadership with an annual assessment of our business practice health, so that AFCEC has an informed understanding of where our installations are taking risk and can pinpoint ways to enhance the training and equipping of our installations.

Integrated Infrastructure Investment Requirements 
 
Strategic planning is essential to ensure mission readiness and sustainment. Our planning and integration team delivers a comprehensive planning framework to support our Air and Space Force enterprise. This core capability analyzes areas for future development, shapes the identification of requirements to support informed resource advocacy and develops investment strategies to alleviate mission and warfighter risk. By aligning planning, requirements prioritization, and program development abilities, this team drives optimized, resilient and right-sized power projection platforms.
