PECI Program funds can increase unit productivity

In times when budget constraints and cutbacks are prevalent, Air Force members can improve unit productivity by using the Productivity Enhancing Capital Investment program.

This program provides units with a resource for purchasing productivity-enhancing equipment, which results in savings that exceed the investment cost.

To be eligible for the program, investments must fall within two categories: Fast Payback Capital Investment, for investments less than $250,000, and Productivity Investment Funds, for investments exceeding $250,000.

Air Force funded projects should generate enough savings to repay all investment costs within two to four years. The project has to show savings on either manpower or operational and maintenance that is directly related to the equipment being purchased.

The initial investment costs provided will fund for acquisition, transportation, installation, and one-time, incidental costs.

Each year, the Air Force PECI program invests an average of $10-$11 million that nets an average life cycle savings of approximately $112 million. These investments fund a wide variety of productivity improvements, such as technology upgrades that increase administrative speed and major equipment purchases that increase base capabilities.

One example of the PECI program's success is when members of the 982nd Maintenance Squadron here purchased 3-D laser-scanning equipment to upgrade productivity. This machine provided the capability to reverse engineer virtually any item or part to use with the Fused Disposition Modeling software and other 3-D graphics technologies used in designing and manufacturing trainers or training aids.

Implementation of this initiative produces a cost savings on reverse engineering and outsourcing of $74,391 per year with a lifecycle savings of $1,785,384.

Any organization can benefit from the PECI program if they have a project which meets the eligibility requirements.

Approved PECI projects may be eligible for cash awards under the IDEA program.
