DOD honors Air Force civilian with small business award

Department of Defense officials honored an Air Force civilian employee with the DOD Small Business Program Manager of the Year Award for fiscal 2005 during a ceremony Aug. 22 in Washington, D.C.

William G. Machingo, then the chief of the Air Force Plant 42 Integrated Product Team of the Acquisition Environmental Safety and Health Division, Aeronautical Systems Division at Palmdale, Calif., was presented the award by Dr. James Finley, the deputy under secretary of defense for acquisition and technology, and Anthony Martoccia, director of the DOD Office of Small Business Programs.

Mr. Machingo was honored for promoting outreach to and use of small businesses during the source selection for the 100 percent small business set-aside acquisition for Air Force Plant 42 operations and maintenance services. One result was a five-year, $85 million contract to a woman-owned small business. He also partnered with the incumbent small business on the contract to streamline the process of award fee performance, reducing the entire process from 180 to 90 days.

Mr. Machingo is currently the structural retrofit program manager for F-22 modifications and heavy maintenance for the 878th Aeronautical Systems Group, Wright-Patterson, Air Force Base, Ohio.

"The Air Force can be justifiably proud of Bill Machingo," said Ronald A. Poussard, director of the Air Force Office of Small Business Programs. "His efforts helped ensure the continuity of critical operations and maintenance activities at Air Force Plant 42, a facility that plays a key role to help the Air Force fly and fight in air, space and cyberspace. And he proved, in the process, that a small business can handle the big jobs."
