DOD temporarily oversees selected Air Force programs

Department of Defense officials announced March 28 that all major defense acquisition programs managed by the Air Force and designated acquisition category 1C programs will temporarily be placed under the authority of Michael Wynne, undersecretary of defense for acquisition, technology and logistics.

Officials said this will ensure continuity of program oversight while the Air Force transitions with a new acting secretary.

The programs will now be designated as 1D programs, and Mr. Wynne will be the milestone decision authority.

Twenty-one Air Force programs are affected by this decision. Decisions for 1D programs are approved at the DOD level, and 1C are usually approved at the service acquisition executive level.

There is no set timeline for this temporary designation, and DOD officials said they will work closely with acting Secretary of the Air Force Michael L. Dominguez and the Air Force acquisition force until oversight of these programs is returned to the Air Force.

“This action is not a punitive one, rather it is meant to assist the Air Force by overseeing and providing advice on important Air Force programs during a time of transition,” Mr. Wynne said.

He said he will rely on the Air Force acquisition corps to continue their effort.

Mr. Wynne has also asked Air Force officials to provide a list of all significant program and milestone decisions expected in the next six months regarding these programs.
