Air Force garners 18 Presidential Rank Awards

White House officials recently named the 2003 Presidential Rank Award recipients.

The awards program was established to recognize career senior executive service employees and senior professionals who exemplify the highest level of integrity, leadership and personal conduct.

Awards are given in two categories: Distinguished and Meritorious.

The Distinguished award is given for sustained extraordinary accomplishments and is limited to 1 percent of the career senior executive service, defense intelligence senior executive service, or senior-level scientific or professional governmentwide population. The Meritorious award is given for sustained accomplishment and is limited to 5 percent of the same.

Winners of the Distinguished Presidential Rank Award include:

-- Dr. Robert Fugate of the Air Force Research Laboratory at Kirtland Air Force Base, N.M.

-- Dr. Vincent Russo of the Aeronautical Systems Center at Wright-Patterson AFB, Ohio.

-- Dr. J. Daniel Stewart of Air Force Materiel Command at Wright-Patterson AFB.

-- William Swart of the Joint Information Operations Center here.

Winners of the Meritorious Presidential Rank Award include:

-- Dr. William Baker of AFRL at Kirtland AFB.

-- James Barone of AFMC.

-- Robert Boyd of the Air Force Intelligence Analysis Agency here.

-- Dr. Herbert Carlson Jr., of the Air Force Office of Scientific Research here.

-- Donald Cazel II of Air Combat Command at Langley AFB, Va.

-- Stephen Davis of the Warner Robins Air Logistics Center at Robins AFB, Ga.

-- Dr. Alan Garscadden of the AFRL at Wright-Patterson AFB.

-- Dr. Brendan Godfrey of the 311th Human Systems Wing at Brooks City-Base, Texas.

-- Lawrence Henry Jr., of North American Aerospace Defense Command at Peterson AFB, Colo.

-- Albert Lowas Jr., of the Air Force Real Property Agency here.

-- Thomas Miner of the Ogden Air Logistics Center at Hill AFB, Utah.
