12 AF civilians receive presidential rank awards

Secretary of the Air Force Dr. James G. Roche honored 12 Air Force recipients of the 2002 Presidential Rank Awards in a ceremony here April 7.

"It's my great privilege to recognize the tremendous contributions these people have made to our Air Force and to congratulate them on their achievement," Roche said.

Each recipient combines great contributions to the Air Force with an outstanding work ethic, unswerving dedication to public service and tremendous pride in a job well done, the secretary said.

"That combination allows these people to provide the leadership necessary to motivate our men and women to unsurpassed excellence and deliver the capabilities that enable us to prevail in conflict," he said.

Each year, the president confers these ranks on a select group of career senior executive service and senior intelligence executive service civilians for their exceptional service to the American people and long-term achievements.

The Distinguished Executive rank is awarded to leaders for their sustained extraordinary accomplishments and results. Only 1 percent of the SES/SIES corps is selected for this award. Besides the honor associated with this rank award, recipients also receive a lump-sum payment of 35 percent of their base salary, a gold pin and a framed certificate signed by the president.

This year's Air Force recipients of the Distinguished Executive rank award are:

-- Dennis H. Alvey, former executive director of the Air Intelligence Agency at Lackland Air Force Base, Texas. Alvey is a previous recipient of the Meritorious Executive rank award.

-- Walker Lee Evey, program manager of the Pentagon's renovation program office. Evey is a previous recipient of both the Distinguished Executive and Meritorious Executive rank awards.

The Meritorious Executive rank is given to leaders for their sustained accomplishments. Only 5 percent of the SES/SIES corps may receive this award annually. As with the other award, recipients receive a lump-sum payment of 20 percent of their base salary, a silver pin and a framed certificate signed by the president.

The Air Force recipients of the 2002 Meritorious Executive rank award are:

-- Timothy A. Beyland, Air Force program executive officer for services in the office of the assistant secretary of the Air Force for acquisition at the Pentagon.

-- Air Force Reserve Maj. Gen. John A. Bradley, assistant to the chairman of the Joint Chiefs of Staff for Reserve matters at the Pentagon.

-- James W. Brinkley, director of the Air Force Research Laboratory's human effectiveness directorate at Wright-Patterson Air Force Base, Ohio. Brinkley is also a previous recipient of the Meritorious Executive rank award.

-- Dr. Charles E. Browning, director of AFRL's materials and manufacturing directorate at Wright-Patterson AFB.

-- Timothy L. Dues, product group manager of propulsion systems for the Oklahoma City Air Logistics Center at Tinker AFB, Okla.

-- Joseph T. Kammerer, deputy assistant secretary for cost and economics in the office of the assistant secretary of the Air Force for financial management and comptroller at the Pentagon.

-- William Maikisch, executive director of the Space and Missile Systems Center at Los Angeles AFB, Calif. Maikisch is a previous two-time recipient of the Meritorious Executive rank award.

-- Kenneth I. Percell, director of information technology for Air Force Materiel Command at Wright-Patterson AFB.

-- Garry B. Richey, deputy director for supply management in the AFMC logistics directorate at Wright-Patterson AFB.

-- Judy A. Stokley, Air Force program executive officer for weapons in the office of the assistant secretary of the Air Force for acquisition at the Pentagon.
