Gen. James McConville, Army Chief of Staff promotes Gen. Edward Daly during a July 2 promotion ceremony at Army Materiel Command headquarters, Redstone Arsenal, Alabama. Following the promotion, Daly became the 20th commanding general of Army Materiel Command in a change of command ceremony.
