℠2015 - Assistant Deputy Chief of Naval Operations, RADM Jeffrey Harley, testified before the House Armed Services Committee on the Navy’s Optimized Fleet Response Plan. The plan will help balance the Navy’s global presence with its war fighting readiness and long term health.
