ROBINS AIR FORCE BASE, Ga. -- Heath Rowland routs out the honeycomb core of a C-5 Galaxy floorboard for fastener locations. Mechanics here found that making new aircraft floorboards rather than repairing used ones saved nearly $5.5 million per year. Mr. Rowland is a sheet metal mechanic.
