WASHINGTON -- Joint Chiefs of Staff chairman Gen. Richard B. Myers (right) and Secretary of Defense Donald H. Rumsfeld (center) lay a wreath in honor of the victims of the terrorist attack on the Pentagon during a memorial service at Arlington National Cemetery on Sept. 11, 2003.
