Thomas M. Fischer, a member of the Senior Executive Service, is the Director of Engineering and Technical Management, Air Force Sustainment Center (AFSC) Operating Location Robins Air Force Base, Georgia. He leads Air Force Sustainment Center Engineering mission execution at Robins AFB and is responsible for the development, implementation, and oversight of the technical policies, processes, databases, goals/standards, and the scientist, engineering, and engineering technician workforce. He advises and supports key mission partners at Robins Air Force Base including the Warner Robins Air Logistics Complex Commander executing depot maintenance/repair/overhaul activities and software maintenance and development; Air Force Life Cycle Management Center program offices; Defense Logistics Agency Aviation; and the resident Air Force supply chain management group. He is the senior engineering manager and provides executive leadership and technical direction to a workforce of more than 2,100 science, engineering, and engineering technician professionals at Robins Air Force Base.

Mr. Fischer entered federal service in 1987 as a project engineer assigned to Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio. Since then, he has served in a broad range of senior engineering and program management positions in acquisition, sustainment, science and technology, and command organizations. Mr. Fischer also held leadership positions in the Missile Defense Agency, serving as program manager and director of Airborne Laser Development and Integration, responsible for day-to-day program execution. He served as the technical director, Engineering and Technical Management Directorate, Headquarters Air Force Materiel Command. He was the primary technical adviser on matters dealing with technical performance, reliability, maintainability, productivity, quality assurance, and configuration definition of all AFMC product lines. Mr. Fischer’s assignments also included serving as the lead engineer for the C-17 Sustainment Program and as a senior engineer on several other Air Force weapon systems including the F-22 and RQ-4 Global Hawk.

In his previous position, Mr. Fischer served as the director of engineering and technical management, Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio. He was the AFRL engineering authority, delegated technical authority for airworthiness, and center senior representative for both science and engineering and program management functional areas. He also served as executive agent for the Air Force-level Science, Technology, Engineering, and Math outreach program.
