12/20/2012 - WASHINGTON (AFNS) -- While many remain hopeful that Congress and the administration will reach a deal that avoids sequestration, Defense Secretary Leon E. Panetta has issued a memo describing the potential implications of going over the fiscal cliff.

Planning for the effects of an across-the-board cut in defense spending as part of the Budget Reduction Act of 2011 "is only prudent," said DOD officials. Under the law, the reductions are due to take place Jan. 2, 2013.

Panetta said it is too early to assess what effects sequestration will have. He did say that it will not affect military personnel or military end strength as President Barack Obama announced his intent to exempt the military personnel accounts from sequestration last summer.

The secretary did clarify the potential implications of sequestration in his memo.

"If it occurs, sequestration will reduce our budgetary resources for the remainder of the fiscal year," the memo says. "These cuts, while significant and harmful to our collective mission as an agency, would not necessarily require immediate reductions in spending."

There is no threat of a government shutdown because of sequestration, Panetta said in the memo.

"Everyone will show up for work on January 3, 2013, and continue to drive on," said Army Lt. Col. Elizabeth Robbins, a Pentagon spokeswoman.

The memo states that there will be no immediate civilian personnel actions such as furloughs.

"Should we have to operate under reduced funding levels for an extended period of time, we may have to consider furloughs or other actions in the future," Panetta said in the memo. "But let me assure you that we will carefully examine other options to reduce costs within the agency before taking such actions."

If the department does need to take these actions, affected employees will receive all appropriate notifications, the secretary noted.

The Defense Department is already reducing its budget by $487 billion over 10 years. The Budget Control Act calls for a further $500 billion in cuts at DOD unless Congress and the administration pass a new law averting it.

"Sequestration was never intended to be implemented and there is no reason why both sides should not be able to come together and prevent this scenario," Panetta wrote.

It is unacceptable that the congress cannot come up with a budget. As far as reelecting these individuals the system is rigged i.e. redistricting. Both sides of the aisle are guilty of this. No matter what the politicians background is veteran or not if a person does not have a clear conscience and love for his or her nation he or she will never be able to serve with honor. Look at Randy Cunningham a Vietnam ace now doing time for taking bribes. Americans need to wake up and brush up on Civics 101 instead of whining. Also unnecessary wars big banks and Wall Street are as guilty as the runway welfare entitlement in incurring this financial mess.

Agree. Theres no reason why welfare recipients cant be out picking up trash along the streets. Working in our state and national parks cleaning them up and those with the necessary skills could be doing some minor repair. A program similar to habitat for humanity could be put into effect allowing recipients to contribute the health of the neighborhood. They could be used to clean up condemned property. Bill the owners of course. and assist in demolition of abandoned and condemned property. Again bill the owners. Start putting the abandoned land back into production. Shoveling walks and driveways in their respective neighborhoods should also be explored. Once we start the walk to earn the pay we may find that these recipients will find employment in lieu of welfare.

I would have to agree with Mr. Panetta there is no reason why both sides should not be able to come together and prevent this scenario. Maybe theyre a little confused with all the political posturing and finger pointing going that they forgot what they are really there to accomplish.

I have noticed that every time a tragedy takes place in our nation we are okay with saying a few prayers. So what do you think Should we start praying now for our leaders in Washington or should we wait until after the fiscal cliff takes place Never mind I think Ill start right now.

Government for the people by the people was a stated fact many years ago in the constitution where have they lost that direction. For years I have stated we need a clean sweep of the government to replace with people who have good work track records anyone can sit around and argue to the point of doing nothing. We need prior military or people who have the same high standards of achieving the mission goals. They need to reduce the hand outs to people who do not have health problems are just lazy in some cases. If the person is on welfare they owe at least 30 hours a month community service to help maintain the community and thank the tax paying workers who pay for their welfare checks. This may slow down and actually may train people to work for what they receive. I know there are less jobs available but there are people in denial of what they can and can not do as a work contibutor. It is time to replace your representative in Washington if they are not performing.

One place to save money would be not to allow congress or senators to VOTE themselves a pay raise for a few years.after all the first place they look at cutting budgets are DEFENSE and related. What's good for themis good for us I agree to vote them all outand get get folks in the job that will actually work

I love the first and last paragraphs. I don't know any of the many that are hopeful congress and the administration will come to a solution...they usually do nothing and accept the fate. And the last paragraph why in blazes would you enact a law you don't intent to implement Does that even make sense We need to just vote them all out and get folks in the job that will actually work.
