2/4/2013 - JOINT BASE SAN ANTONIO-RANDOLPH, Texas (AFNS) -- The Air Force will implement several voluntary officer and enlisted force management programs for fiscal year 2013, Air Force Personnel Center officials announced today.

Announced in the January release of the National Defense Authorization Act for fiscal 2013, the authorized active duty Air Force end-strength is 329,460; a reduction of 3,340 authorized personnel from fiscal 2012. In order to meet congressionally-mandated end-strength by Sept. 30, the Air Force will continue executing its multi-year force management strategy, said Lt. Col. Letitia Marsh, Headquarters Air Force Separation and Retirement Policy Branch chief.

For officers, voluntary measures will be offered in certain year groups and overage career fields to allow for time in grade waivers for eligible lieutenant colonels, limited active duty service commitment waivers, Palace Chase transfers to the Air National Guard or Air Force Reserve, and the 10 to 8 Commissioned Years of Service Waiver program.

For enlisted members, voluntary programs open to Airmen who are not in critical specialties include limited active-duty service commitment and time-in-grade waivers, waivers to enlistment contracts, and Palace Chase transfers to the Air National Guard or Air Force Reserve.

All applications must be submitted, via the virtual MPF, by Aug. 1, 2013. Approved separations must be complete by Sept. 29 and those approved to retire must do so by Sept. 1, 2013.

Voluntary force management program applicants may be required to repay the Air Force for monetary value of an active duty service commitment incurring event, depending on the program.

"For example, Airmen approved for Palace Chase transfers to the Air National Guard or Air Force Reserve will not have to repay the service for such benefits as tuition assistance or transfer of Post 9/11 GI Bill benefits under most circumstances," said Maj. Michael Meek, Air Force Personnel Center Retirements and Separations Branch chief. "But Airmen need to carefully read the information on each program to ensure they understand which active duty service commitment waivers require repayment."

Although all Airmen may apply, some active-duty service commitment waivers will not be approved, including those incurred for undergraduate and advanced pilot training, Meek said.

Force management programs enable the Air Force to reduce overmanned fields in order to better utilize Air Force resources.

"As we execute this year's voluntary force management strategy, the Air Force will continue to assess the need for additional voluntary and involuntary force management measures in order to meet authorized end strength levels in current and future fiscal years," Marsh said.

Airmen who transition through a force management program are eligible for, and highly-encouraged to attend, the new five-day Transition Assistance Program workshop, Marsh said. The program offers significant assistance to help people prepare for post-military life. In addition to resume development, job-hunting tips, education counseling and networking support, the new program offers one-on-one counseling to help Airmen develop comprehensive individual transition plans.

So you cant just cut off 6 months off your ocntract I only have 1 year left was thinking it would be nice to cut 6 months off of that but from what I read they are saying you must leave by 1 Sep 13 Any thoughts Or did I miss something somewhereThanks.

@Makenzie it depends on which GI bill you have and how long you have been in. You shouldn't be affected at all.

Well I am sure I am unable to put contact info on the comments. Go to MyPers its in the portal and once you are in roll your mouse over Active Duty AF on topp click on seperations from the drop down. The page that comes up will give you the regs and AFSC matrix a graph that shows all career fields and their manning If you go to that matrix and find your career field match it with your time in service and if it is blue you are eligible if it is red then sorry you will not be eligible under the force reduction. Well you possibly could still toss out a palace chase app but as far as ADSC waivers are concerned then you will be ineligible. Hope this helps. Our MPF is very prepared to help you with this as well. A great team to work with.

Just a follow up to my last comment. My application for LADSC waiver was approved by AFPC today. So apply guys and do not listen to the negativity....even it is isn't approved there are SEVERAL other options. Look in the regs and find the answers.

Its already approved. Do not know where MSgt Hopkins gets his info. So many people are getting denied because it isnt that simple. It goes down to career fields time in service and your revised DOS. I am talking LADSC waiver here by the way.Anyhoo If it were that simple everyone would do it. I applied and have been deemed eligible by AFPC and it is due to me being in OVERMANNED career field. Overmanned is the key word. Don't discourage people from applying just because a few have been deemed ineligible. The article even states that it is not guaranteed for every airman

We are coming up on tough times for the Air Force. We've cut the HYT are letting people out early and enlistment predictions are probably higher than they should be.I think the economy is going to turn the corner soon. The post 911 GI bill is looking like a happy alternative to too much work and too few people.Sick of Six-Sigma LEAN processes AFSO21 initiatives constant IG inspections reflective belt mania saturday DUI briefs CBTs and deployments more and more Airmen are leaving at their 10 year mark in numbers I've never seen before.Scary times coming folks.

Advertisment for this option was published to soon. The official data has not been releasedor approved in order to process applications from volunteers. This is why everyone who is applying is being or has been rejected.Hope this helps answer some questions.

So with 16 years in the Air Force 8 AD 2 Reserve and 6 and counting with the guard they wont let me retire early if I volunteer? Lame if you ask me.

It's is very funny that I get declined for this when I am offering to get out to help out the Air Force with that is overspent and I do not have a overmanned career field but because I have not been in 15 years I do not qualify well I can guarentee that I will not be in 15 years at most I have 2 years until my 6 is up..VrSrA John Wayne Mayo Jr

Wow. the AF is requiring you to pay them to let you out of your commitment... even though the AF is overmanned and they are asking people to voluntarily leave. But not without paying up in some cases. Incredible.
