AF releases criteria for new combat medal

by Senior Master Sgt. David Byron
Secretary of the Air Force Public Affairs

2/22/2013 - WASHINGTON (AFNS) -- Air Force officials released nomination criteria for the new Distinguished Warfare Medal Feb. 15, following defense officials' announcement of the new decoration days prior.

The DWM will be awarded to honor individuals for single acts of extraordinary achievement, not involving acts of valor, that directly impact combat or other military operations approved by the secretary of defense.

Unlike other combat-related medals, service members may be awarded the DWM for actions completed from either in or outside an actual combat zone.

The action must include hands-on employment of a weapons system, including remotely controlled assets, or any other activity, in any domain, that had a direct and immediate on-site effect on an engagement or operation against a target.

The domain is expansive in scope and includes air, land, maritime, space and cyberspace, according to Air Force Personnel Center guidance.

"In modern warfare, one individual can have a truly 'extraordinary' impact on combat operations, whether they are located on the front lines, elsewhere in the (area of responsibility) or half way around the world," said Lt. Gen. Darrell Jones, the Air Force deputy chief of staff for manpower, personnel and services. "DOD has authorized the DWM, allowing the services to recognize their members, in our case Airmen, whose single act of extraordinary achievement directly and significantly impacts critical combat operations."

Though involvement in a combat operation is required, the medal will not be awarded for acts of valor under any circumstances. Actions involving valor should be considered for other decorations.

Valor is defined as "an act or acts of heroism by an individual above what is normally expected while engaged in direct combat with an enemy with exposure to enemy hostilities and personal risk," said Senior Master Sgt. Diana Gonzalez, the AFPC awards and recognition chief.

The criteria needed to be considered for the medal requires that the extraordinary achievement must result in an accomplishment so exceptional and outstanding as to clearly set the individual apart from comrades or others in similar situations. The approval chain sets the bar high as to what meets the criteria.

"The approval level (service secretary), in our case the Secretary of the Air Force, testifies to the importance of this award and the importance of the action on combat operations," Jones said.

For Airmen, the final approval authority for the medal is the secretary of the Air Force. One step of the approval chain rests with the commander of air forces in the respective area of responsibility.

For an Airman nominated for action taken from outside the combat zone, the commander of Air Force forces will verify the direct impact of the action on the combat operation.

The DWM will immediately follow the Distinguished Flying Cross in order of precedence. Enlisted Airmen who earn the medal will receive five promotion points.

Eligibility for the medal is retroactive to Sept. 11, 2001.

Nominations for currently-serving Airmen will be processed through their respective chain of command.

"Former Airmen who have since retired or separated can contact us for information on how to submit the medal request," Gonzalez said. "The medal can also be presented posthumously, so family members can query us as well."

Most of our warriors were already recognized for their contributions with either an Achmt or Com medal. Do these warriors get a chance to be put in for this award

I find it extremely incompetent to place this medal above those awarded for valor though do not necessarily disagree with its usefulness. A medal is just that a medal. So don't get all sandy of a piece of medal and cloth. Allow the remote-controllers to have their shine but at the same time respect those who actually had risk in their endeavors.

People still don't seem to understand is that there are TWO types of BSM One with the V device and one without ... The one without the V being for NON-COMBAT actions. If the leadership of those office job personnel that received the BSMs felt they deserved it for the superior job they did while deployed then that was their decision. DO NOT discredit their service because they don't have a job that requires them to be in the line of fire.

The action must include hands-on employment of a weapons system including remotely controlled assets or any other activity in any domain that had a direct and immediate on-site effect on an engagement or operation against a target. What it sounds like to me is the four deployments to Bagram workinglaunching F-15's makes me qualified. We hit targets all day all night... sign me and the all the rest of us who deploy on these tempo bands medals. that will raise the test scores so the desk jockeys won't win.

It makes me chuckle to see people complaining about how the Bronze Star has been handed out like candy. The Bronze Star was MEANT to be given liberally and not intended to be restricted to the immediate combat zone. It was created in part because the Air Medal was being awarded liberally and the War Department wanted to have a rough equivalent for those on the ground. We still hand out Air Medals like candy and no one seems to complain. One of the very first recipients of the Bronze Star was Major Glenn Miller--yeah for leading the Army Air Forces Band. For some reason people developed a completely false and inflated idea of what the Bronze Star should require and a few years ago based on this misguided indignation restricted its award to those in designated combat zones. In doing this they heaped disrespect on those who received it during WW II Korea and Viet Nam for their meritorious service outside designated combat zones in support of the same effort. And now h

I'm not sure this medal have been placed above the Purple heart or the Bronze star but I would seriously like to seehear some reasoning other than we just thought this is the way it should be. On the similar note why do potential rocket lauchers receive Combat Readiness Medals

As reported criteria for DSM provide ...the Distinguished Warfare Medal will be below the Distinguished Flying Cross .and it may not be presented for valorous actions to keep it from detracting from existing valor decorations such as the Medal of Honor Service Crosses and Silver Star Medal The Bronze Star Medal with V is a valor decoration as such the appropriate place is below the BSM. The Purple Heart is a wounded warrior medal appropriately placed next to valor. Criteria also includes It will be awarded to members of the military whose extraordinary achievements directly impacted combat operations and cannot be used as an end-of-tour award. Since this limits award to specific superior war winning actions the appropriate place is above the MSM and below the PHM. The crux of controversy is placement ignoring the valor criteria of the BSM with V as well as the shedding of blood for country on the battlefield. While I look proudly at those whose achievements earn

It's ridiculous and a slap in the face to all that have gone before us... Their actions surely need to be recognized but to place it where it is an embarrassment to my brothers and sisters who laid down their lives in previous conflicts whether it's a DoD medal or not. I'm sure the civilian or office brass that created this wasn't thinking about them or their families when they did this

To AF SERE Vet and others with similar comments about the AF being laughed at because of this medal...this is a DoD medal NOT AF meaning all services are eligible to receive it

While I do agree that UAV Operators should receive some kind of award or medal perhaps I strongly oppose this one. It is a slap in the face to think that someone who is'nt in any type of danger gets such a high honor. I personally and many others received a combat action medal for engaging enemy opposition and gunfire and returning lethal gunfire multiple times. Yet this medal which is all I got means nothing towards promotions. The AF yet again just found another way to make us the laughing stock of all the military branches. Way to go

If it's that easy to get why can't they give out a Medal for the Vets who are suffering from AGENT ORANGE. I have Cancer ischemic heart and diabetes. HEY maybe a purple heart from friendly operations. All I need is the name of the pinheard who came up with the DWM and it's possible. I think the VA should acknowledge our Blue Water brosis who served offshore in NAM.

I could care less of UAV pilots want their own medal. What isn't cool is the fact that this medal is a higher award than the Airman's Medal the Bronze Star and the Purple Heart. These Xbox heroes aren't exposed in the combat zone like the rest of the service and their medal needs to be awarded as such.

So will this cut down on all the frivolous Bronze Star Medals being awarded to people who worked their entire deployment in an office at BAF or sat in the CAOC for 6 months at Al Udeid Regardless its still bogus to rank it above the BSM. I don't like what this implies for our military culture.

ShamefulThis new combat decoration has precendence over the Bronze Star--with V for ValorWho is the pinhead who came up with this idea This is a slap in the face to anyone who has served in the heat of battle or at least been within the hostile AOR.What is happening to my Air Force

I guess now recruiters will have a new conversation starter Would you rather be a PJ doing what others dont want to or cant do or play PS3 getting to go home and spend time with your spouse and or kids every night. and get paid for it. Our brass should come up voice and raise the BS flag. How about trying to run the AF without PJs and let see what happens. Im not a PJ but I fully respect that they are willing to give their life That others may live. Sleep well zipper suits.
