RICHARD W. MCKINNEY

Richard W. McKinney, a member of the Senior Executive Service, is the Deputy Under Secretary of the Air Force for Space and the Director, Executive Agent for Space Staff, Washington, D.C. He provides the principal support to the Under Secretary's role as the Headquarters U.S. Air Force focal point for space matters and in coordinating activities across the Air Force space enterprise. Additionally, he directs the headquarters staff responsible for space policy, issue integration and strategy. In coordination with the Under Secretary of Defense for Acquisition, Technology and Logistics, serves as the co-executive secretariat for the Defense Space Council providing oversight of the Space Virtual Major Force program and advocating Defense space acquisition programs to Congress.

Mr. McKinney is a 1973 distinguished graduate of the Air Force ROTC program. He served 28 years on active duty, retiring as a colonel in May 2001. Mr. McKinney is level three certified in the acquisition areas of program management, acquisition logistics, and systems planning, research, development and engineering. He was the first Program Director of the Evolved Expendable Launch Vehicle Program. Mr. McKinney was appointed to the Senior Executive Service in 2002.

Mr. McKinney previously served as the Director for Space Acquisition in the Office of the Under Secretary of the Air Force, and was the Air Force liaison to Europe to facilitate and expand Air Force international cooperation on space with Europe. Prior to his current assignment, he was Special Assistant to the Administrative Assistant to the Secretary of the Air Force where he was responsible for the review of the headquarters management of space responsibilities.
