DAVID J. CARSTAIRS

David J. Carstairs, a member of the Senior Executive Service, is Director, Network Centric Operations/Integration Systems Wing, Electronic Systems Center, Hanscom Air Force Base, Mass. As Director, he is responsible for a portfolio valued at more than $20 billion in three critical mission groups: Global Information Grid Systems, Enterprise Integration, and Global Air Traffic Systems. The Global Information Grid Systems Group sustains Air Force networks, integrated information systems, and enterprise services and applications for the President and Secretary of Defense. The Enterprise Integration Group ensures development, certification, deployment and sustainment of Air Force command and control systems. The Global Air Traffic Systems Group controls more than 16,000 fixed and deployable airborne, space and ground-based Global Air Traffic Management and landing systems.

Mr. Carstairs entered federal service in 1975 as an engineer for foreign military sales. He has held key management positions involving the Digital European Backbone Program; the Have Quick I, a UHF Frequency Hopping Anti-Jam Communications Program; and Seek Talk Anti-Jam Communications Program. Mr. Carstairs also held management positions with the Airborne Voice Communications System Program Office; Communications and Airspace Management SPO; Joint Tactical Information Distribution System Joint Program Office; and in acquisition support and development. In 2002, he was selected as System Program Director for the Strategic and Nuclear Deterrence Command and Control SPO at Peterson AFB, Colo. He returned to Hanscom AFB in 2004 as Director of Defense Information Infrastructure-AF SPO before his current assignment.

Mr. Carstairs has conducted three Defense Acquisition Boards and worked with special projects at headquarter levels. He entered the Senior Executive Service in January 2002.
