BRIGADIER GENERAL ALBERT F. "AL" RIGGLE Brig. Gen. Albert F. "Al" Riggle is the Senior Military Representative to the Senior Interagency Strategy Team, National Counterterrorism Center, Washington, D.C. He serves as the Chairman's representative to the NCTC for interagency coordination and integration of the U.S. government's counterterrorism National Implementation Plan and various National Action Plans as directed by the National Security Council. General Riggle provides Joint Staff input for interagency planning, implementation monitoring, synchronization of effort, and assessment of strategic objectives. He participates in the annual strategic review of the NIP. He is one of nine senior interagency representatives organized to advise the NCTC's Director of Strategic Operational Planning. General Riggle was commissioned in 1977 through the University of Louisville, Ky., ROTC program. He has extensive experience in mission support and the security police career field with assignments ranging from base-level aircraft security and law enforcement to staff assignments at major command and numbered air force. He has experience in base defense policy development, nuclear security oversight, critical infrastructure protection and force protection, to include chemical, biological, radiological, nuclear and explosive threats as well as theater air and missile defense. General Riggle has commanded two security police squadrons, a mission support group and an air base wing. He worked interagency nuclear surety issues while assigned to the Office of the Secretary of Defense on the U.S. Nuclear Command and Control System Support Staff. He also served as the Provost Marshal and Deputy Joint Rear Area Coordinator for Headquarters U.S. Forces Japan, while also serving as Director of Security Forces for Headquarters 5th Air Force. The general was Director of Security Forces for Headquarters Pacific Air Forces and Deputy Director of Operations for Force Protection, U.S. Central Command. While at USCENTCOM, he developed and implemented force protection policy and standards in support of joint task forces in the Horn of Africa, Iraq and Afghanistan, and military operations throughout the Arabian Peninsula, Levant and Central Asian states.
