RICHARD K. HARTLEY

Richard Hartley is the Principal Deputy Assistant Secretary of the Air Force for Financial Management and Comptroller, Headquarters United States Air Force, the Pentagon, Arlington, Virginia. He oversees the budgeting, cost estimating and financial operations of more than $160 billion in annual resources that support Air Force priorities, in accordance with direction from Congress, the Secretary of Defense and that Secretary of the Air Force. Additionally, he is responsible for the professional development of more than 12,000 military and civilian members of the Air Force financial management community.

Prior to his current position, Mr. Hartley served as the Principal Deputy Assistant Secretary of the Air Force for Installations, Environment and Energy and the Assistant Deputy Chief of Staff for Strategic Plans and Requirements. He was responsible for the formulation, review and execution of plans, policies, programs and budgets to meet Air Force installations, energy, environment, safety and occupational health objectives.

Mr. Hartley began his career in 1985 as a cost analyst and industrial engineer in the Naval Air Systems Command. In 1992, he moved to the Air Force where he served in a variety of positions at the Air Force Cost Analysis Agency and Directorate of Cost Analysis in the Office of the Deputy Assistant Secretary of the Air Force for Cost and Economics. In 1997, Mr. Hartley joined the Central Intelligence Agency, working primarily at the National Reconnaissance Office, where he entered the Senior Intelligence Service in 2000. In 2003, he returned to the Pentagon to serve as the Deputy Assistant Secretary for Cost and Economics in the Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller.
