RICHARD K. HARTLEY

Richard K. Hartley is the Principal Deputy Assistant Secretary of the Air Force for Installations, Environment and Energy. He is responsible for the formulation, review and execution of plans, policies, programs and budgets to meet Air Force installations, energy, environment, safety and occupational health objectives.
 
Mr. Hartley began his career in 1985 as a cost analyst and industrial engineer in the Naval Air Systems Command. In 1992, he moved to the Air Force where he served in a variety of positions at the Air Force Cost Analysis Agency and Directorate of Cost Analysis, Deputy Assistant Secretary of the Air Force for Cost and Economics. In 1997, he joined the Central Intelligence Agency as an employee of the National Reconnaissance Office, where he entered the Senior Intelligence Service in 2000. As the Director of the NRO Cost Group, Mr. Hartley founded the now longstanding government and industry cost integrated process improvement team and is credited with establishing and implementing groundbreaking metrics to report and improve cost estimating performance. In 2003, he came to the Pentagon as the Deputy Assistant Secretary for Cost and Economics, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller.

Prior to his current position, Mr. Hartley was the Assistant Deputy Chief of Staff for Strategic Plans and Requirements. In this capacity, he was responsible for the developing Air Force strategy, long range plans and operational capabilities-based requirements to ensure the Air Force builds and employs effective air, space and cyber forces capable of achieving national security goals.
