Brigadier General Charles D. Youree Jr., is deputy chief of staff, operations plans, Headquarters Military Airlift Command, Scott Air Force Base, Ill. He is responsible to the commander in chief, MAC, for all matters pertaining to war planning to include general, special, and service planning, disaster preparedness and contingency planning. His deputate serves as the interface between MAC and the Joint Chiefs of Staff unified and other specified commands for war planning. He is also responsible for the development of operational employment concepts and tactics for tactical and strategic airlift. One of his primary tasks is readiness -- insuring that MAC's war plans are ready and that MAC is capable of supporting all U.S. mobility forces.

General Youree was born in Rutherford County, Tenn., in 1928. He graduated from Rutherford County Central High School in Murfreesboro, Tenn., in 1946; attended Middle Tennessee State University and the University of Tennessee from 1946 through 1948; and then entered the U.S. Military Academy at West Point, N.Y., graduating in June 1952 with a regular commission in the U.S. Air Force and a bachelor of science degree. General Youree earned a master's degree in military science from the Army Command and General Staff College, a master's degree in business administration from Auburn University, and was a distinguished graduate from the Air War College.

He completed basic pilot training in 1953 at Webb Air Force Base, Texas, where he received his wings and remained as a jet flight instructor until May 1956, when he was assigned as an exchange officer with the U.S. Navy. In 1956 he also attended Squadron Officer School at Maxwell Air Force Base, Ala.

In November 1958, after a six-month tour flying F-86F's with the Tactical Air Command at Williams Air Force Base, Ariz., General Youree went to Carswell Air Force Base, Texas, as a B-52 aircraft commander of a select crew in the 7th Bombardment Wing. He entered the U.S. Army Command and General Staff College, Fort Leavenworth, Kan., in August 1963. After graduation in July 1964 General Youree was assigned to the Directorate of Plans, Headquarters Strategic Air Command, Offutt Air Force Base, Neb., and served as a plans officer; chief of Aircraft Future Systems Branch; and as chief project officer for the B-1 and the KC-X, a proposed new tanker.

General Youree entered the Air War College in August 1969. After graduation in July 1970, he was assigned to the 28th Bombardment Wing at Ellsworth Air Force Base, S.D., as deputy commander for operations. In January 1971, he was transferred to Headquarters 7th Air Force as chief of the Strategic Air Command Advanced Echelon in the Republic of Vietnam.

In March 1972 General Youree became commander of the Strategic Air Command's 456th Bombardment Wing at Beale Air Force Base, Calif., and was responsible for ensuring the combat readiness of both B-52 and KC-135 aircraft and assigned aircrews.

In May 1973 he assumed duty as deputy director for plans and policy in the Office of the Deputy Chief of Staff for Plans and operations, Headquarters U.S. Air Force, with additional duties as special assistant to the chief of staff for security assistance matters; senior Air Force member, Middle East Task Group; Air Force representative, Department of Defense Prisoner of War Task Group; and U.S. delegate, Inter-American Defense Board.

In July 1974 he was assigned as the chief, Far East/South Asia Division, Plans and Policy Directorate, J-5, Organization of the Joint Chiefs of Staff, and in August 1974 he assumed duty as assistant deputy director for political/military affairs, Plans and Policy Directorate, J-5, Organization of the Joint Chiefs of Staff.

General Youree was appointed deputy director for political/military affairs, Plans and Policy Directorate, J-5, Organization of the Joint Chiefs of Staff, in May 1975, and was responsible for U.S. military regional planning and policy matters of an international political-military nature. He was also responsible for security assistance affairs, including preparation of worldwide or interregional plans. He assumed his present position in August 1976.

His military decorations and awards include the Distinguished Service Medal, Legion of Merit, Meritorious Service Medal with oak leaf cluster, Air Medal with oak leaf cluster, and the Air Force Commendation Medal with oak leaf cluster.

General Youree was promoted to the grade of brigadier general Oct. 1, 1973, with date of rank Sept. 26, 1973.
