MAJOR GENERAL ALAN V. ROGERS

Major General Alan V. Rogers is director for operational plans and interoperability, J-7, the Joint Staff, Washington, D.C.

General Rogers was born in 1942, in Hannibal, Mo., and graduated from Downey High School, Modesto, Calif., in 1960. He earned a bachelor of science degree from the U.S. Air Force Academy in 1964 and a master's degree in business administration from Harvard Business School in 1972. He completed Squadron Officer School in 1970, Armed Forces Staff College in 1975, Air War College in 1980 and the Defense Senior Manager's Course at Harvard University in 1984.

Upon graduation from the academy he was commissioned as a second lieutenant and entered pilot training at Webb Air Force Base, Texas. The general completed F-105 combat crew training at Nellis Air Force Base, Nev., in May 1966. He then was assigned to the 333rd Tactical Fighter Squadron, Takhli Royal Thai Air Force Base, Thailand, as an F-105 fighter pilot. During this tour he flew 100 combat missions over North Vietnam. In January 1967 he returned to the United States and was assigned to the 3526th Pilot Training Squadron, Williams Air Force Base, Ariz., as a T-38 instructor pilot and academic instructor.

From September 1969 to July 1970 General Rogers served as aide-de-camp to the commander, U.S. Air Force Recruiting Service, Randolph Air Force Base, Texas. In June 1972 he was assigned to the Colonel's Group in the Office of the Deputy Chief of Staff for Personnel, Headquarters U.S. Air Force, Washington, D.C. He completed joint education at the Armed Forces Staff College in June 1975 and then attended B-52 combat crew training at Castle Air Force Base, Calif. In December 1975 the general was assigned to the 320th Bombardment Wing, Mather Air Force Base, Calif., as a B-52 aircraft commander and flight commander. He later served as operations officer and commander of the 441st Bombardment Squadron.

General Rogers was chief, Long Range Planning Branch, Directorate of Personnel Plans, Air Force headquarters, from June 1980 until April 1982, When he became vice commander of the 7th Bombardment Wing, Carswell Air Force Base, Texas. In February 1983 he was assigned as commander, 5th Bombardment Wing, Minot Air Force Base, N.D. The wing was actively involved as part of the Strategic Projection Force and conducted the first exercise with B-52s deployed to Egypt. Later, he served as commander of the 96th Bombardment Wing, Dyess Air Force Base, Texas, the first wing in Strategic Air Command to convert to the B-1B.

In July 1986 General Rogers was assigned to Offutt Air Force Base, Neb., as inspector general for SAC. In February 1987 he became deputy chief of staff for strategic planning and analysis, and deputy director for force employment plans for the Joint Strategic Target Planning Staff. The general was assigned as the deputy chief of staff for operations, Headquarters Strategic Air Command, Offutt Air Force Base, in March 1988. He provided operational policy for aircraft and missile operations, command and control, and strategic reconnaissance.

In July 1989 he became the assistant chief of staff for operations, Supreme Headquarters Allied Powers Europe, Mons, Belgium, during a period of great change for the North Atlantic Treaty Organization. He assumed his present position in December 1991.

The general is a command pilot with more than 5,000 flying hours in the T-38, T-39, F-105, KC-135, EC-135, KC-10, B-52 and B-1B aircraft, including 424 combat hours. His military awards and decorations include the Distinguished Service Medal, Legion of Merit, Distinguished Flying Cross with two oak leaf clusters, Purple Heart, Meritorious Service Medal with oak leaf cluster, Air Medal with 11 oak leaf clusters, Air Force Commendation Medal with two oak leaf clusters, Combat Readiness Medal and Vietnam Service Medal with service star.

He was promoted to major general May 1, 1989, with same date of rank.
