MAJOR GENERAL DAVID I. LIEBMAN Major General David I. Liebman is vice commander of Twelfth Air Force with headquarters at Bergstrom Air Force Base, Texas. General Liebman was born in Melrose, Conn., in 1920. He graduated from Sudbury High School in Sudbury, Mass., and studied aeronautical engineering at Northeastern University, Boston, Mass. He began his military career in February 1941 by enlisting as an aviation cadet in the U.S. Army Air Corps and graduated in September 1941 with a commission as second lieutenant and his pilot wings. After several years as a flight instructor in the Air Training Command, he entered the B-29 program in February 1944 and was assigned to the XXI Bomber Command on Saipan. He flew 30 missions for 450 combat hours against Japan. Immediately after World War II, he was assigned briefly to MacDill Field, Fla., and in January 1946 was assigned to Thirteenth Air Force at Clark Air Base, the Philippine Islands, where he served as a B-17 pilot, operations officer, and later group operations officer. General Liebman returned to the United States in July 1947 and was assigned to the Strategic Air Command as operations officer with the 2nd Bombardment Group at Davis-Monthan Field, Ariz., and Chatham Air Force Base, Ga. From February 1950 until March 1955, General Liebman was with SAC stationed at Carswell Air Force Base, Texas, where he held positions as chief of the Operations Division, Directorate of Operations, Headquarters Eighth Air Force; deputy commander and director of materiel for the 11th Bombardment Wing; and director of materiel at Headquarters 19th Air Division. His next assignment was to 7th Air Division in England where he was deputy director and then director of operations. In August 1957 General Liebman assumed duties as vice commander of the 320th Bombardment Wing at March Air Force Base, Calif., and later became commander. From July 1959 until August 1962, General Liebman was assigned to Headquarters SAC at Offutt Air Force Base, Neb., in the Directorate of Plans as chief of the Force Structure Branch; deputy chief and then chief of the Plans Division. In August 1962 he was named commander of the 92nd Strategic Aerospace Wing at Fairchild Air Force Base, Wash. In June 1964 General Liebman went to Washington, D.C., as chief of the Strategic Operations Division in the Operations Directorate (J-3) of the Joint Staff, Organization of the Joint Chiefs of Staff. In September 1965 he was assigned as military assistant to the assistant secretary of defense for public affairs in the Office of the Secretary of Defense. General Liebman became deputy director for command and control, J-3, Headquarters U.S. European Command at Stuttgart, Germany, in April 1967. He returned to the United States in May 1961 and was once again assigned to the Organization of the Joint Chiefs of Staff, this time as deputy director of the Joint Staff. In June 1970 General Liebman became vice commander of Twelfth Air Force with headquarters at Bergstrom Air Force Base, Texas. His military decorations include the Legion of Merit with two oak leaf clusters, Distinguished Flying Cross with two oak leaf clusters, Air Medal with three oak leaf clusters, and Distinguished Unit Citation Emblem with oak leaf cluster. He is a command pilot. He was promoted to the temporary grade of major general effective Jan. 24, 1969, with date of rank Oct. 24, 1964. (Current as of Sept. 15, 1970)
