Duty in Europe involved experience from Norway to North Africa, and from the United Kingdom to Saudi Arabia. In the Far East, duty involved Japan and Korea through Okinawa, Taiwan, and the Philippines to Thailand, Singapore, and Indonesia.

General Lee's assignments have afforded working participation in and appreciation of NATO and Southeast Asia Treaty Organization, the difficulties of force build-up and infrastructure development, military solution to the problems of Southeast Asia, and what to do about China. Intervening assignments as chief, Strategic Studies, War Plans, and as director of targets, both in Headquarters U.S. Air Force, have afforded opportunity to apply lessons of experience in the formulation and development of strategic concept and related planning.

Born in Richmond, Va., in 1914, General Lee grew up in Washington, D.C., and graduated from West Point in 1936.

After flying training and duty in the General Headquarters Air Force, General Lee joined the Eighth Air Force in August 1942, and remained in Europe until July 1945 when he was assigned to the War Department General Staff, with duty in Strategic Policy.

Attendance at the Armed Forces Staff College in 1947 was followed by responsibility for the initial legislative program for the new Department of the Air Force in 1948. Brief experience in personnel planning preceded assignment as Chief Defense Group, State-Defense Survey M&P Mission to Portugal, and subsequent duty in 1951 as chief, Air Force Section, MAAG-Portugal.

In 1952 he moved to Headquarters U.S. Air Forces in Europe as deputy A-3, and in 1953 returned to Washington for duty in Strategic Studies.
