MAJOR GENERAL WILLIAM J. KELLY

Major General William J. Kelly is chief of staff, Air Force Logistics Command, Wright-Patterson Air Force Base, Ohio.

General Kelly was born in 1922, in Mishawaka, Ind. He graduated from Central High School, Lawrence, Mass., in 1940, attended the University of Notre Dame from 1940 to 1943, and received a doctor of laws degree from Boston University, School of Law, in 1949.

In February 1943 General Kelly enlisted in the Army Air Forces and served in Italy with the 464th Bombardment Group, 15th Air Force, as a B-24 ball turret gunner. He was honorably discharged as a staff sergeant in November 1945 and then entered law school.

He was commissioned as a first lieutenant in the U.S. Air Force Reserve in February 1950. He was recalled to active duty in December 1950 and was assigned as a legal officer with the 3310th Technical Training Wing, Scott Air Force Base, Ill. From January to March 1951, he attended the Judge Advocate General course at the Air University, Maxwell Air Force Base, Ala., and then returned to Scott Air Force Base as assistant staff judge advocate for the wing.

In April 1953 General Kelly transferred to the Pacific Air Forces and served as staff judge advocate, 1505th Air Base Group, Johnston Island. From February 1954 to January 1955, he was assigned as assistant staff judge advocate for the 1500th Air Base Wing at Hickam Air Force Base, Hawaii.

The general then moved to L.G. Hanscom Field, Mass., as a staff judge advocate and later was chief of the Military Justice Branch in the Office of the Staff Judge Advocate. From September 1956 to February 1959, he served successively as assistant staff judge advocate and as chief of the Contracts and Patents Branch in the Staff Judge Advocate Office at Eglin Air Force Base, Fla.

General Kelly went to Brussels, Belgium, in March 1959 as staff judge advocate in the Office of Aerospace Research's European office, which was responsible for writing contracts for basic research by European scientists in such fields as computer technology, life sciences and physics. In August 1962 he returned to the United States to become staff judge advocate, Los Angeles Contract Management District, Los Angeles. In February 1964 he transferred to Strategic Air Command headquarters at Offutt Air Force Base, Neb., as chief of the Contract Law Division. He was sent to South Korea in October 1967 and served as staff judge advocate of the 314th Air Division at Osan Air Base.

In December 1968 General Kelly was assigned to the Pentagon, Washington, D.C., where he was a member of the Armed Services Board of Contract Appeals until June 1971. He then became general counsel of the Army and Air Force Exchange Service, Dallas.

The general moved to Wright-Patterson Air Force Base in June 1973 as Air Force Logistics Command's staff judge advocate. He served in that capacity until October 1976 when he became the command's deputy chief of staff for procurement and production. General Kelly assumed his present duties in December 1978.

His military decorations and awards include the Distinguished Service Medal, Legion of Merit with oak leaf cluster, Air Medal and Air Force Commendation Medal.

He was promoted to major general Feb. 24, 1978, with date of rank July 1, 1974.
