BRIGADIER GENERAL ROY M. GOODWIN Brigadier General Roy M. Goodwin is deputy chief of staff for engineering and services, Headquarters Tactical Air Command, Langley Air Force Base, Va. General Goodwin was born in 1936, in Mount Vernon, Ohio, and graduated from Jackson High School in 1954. He received a bachelor of science degree in civil engineering from Ohio University, Athens, Ohio, in 1959, and a master of science degree in civil engineering in 1964 and a doctor of philosophy degree in structural mechanics in 1966, both from the University of Colorado, Boulder. He has completed Squadron Officer School, Air Command and Staff College, Air War College and the Naval War College. He began his Air Force career in January 1960 as a civil engineering officer at Tuinan Air Station, Taiwan. Upon his return to the United States in June 1962, he attended the University of Colorado. After graduating in June 1964, he was assigned to the U.S. Air Force Academy, Colo., as a research associate and later became an instructor in the Engineering Mechanics Department. In June 1971 General Goodwin was assigned as the director of programs for 7th Air Force Civil Engineering, Tan Son Nhut Air Base, Republic of Vietnam. He was assigned to Kirtland Air Force Base, N.M., in May 1972, as chief, Structures Section, and later chief, Facilities Survivability Branch, Engineering Research Division, Air Force Weapons Laboratory. In January 1974 he transferred to the Defense Nuclear Agency, Nevada Test Site, as chief, Test Construction Division and as detachment commander. From August 1976 to July 1978 he served as the base civil engineer at Travis Air Force Base, Calif. After graduating from the Naval War College in July 1979, General Goodwin was assigned to Tactical Air Command headquarters as assistant deputy chief of staff for engineering and services. In July 1982 he transferred to Headquarters Pacific Air Forces, Hickam Air Force Base, Hawaii, as deputy chief of staff for engineering and services. He assumed his present position in October 1984. His military decorations and awards include the Legion of Merit with two oak leaf clusters, Bronze Star Medal, Meritorious Service Medal with oak leaf cluster, Joint Service Commendation Medal, Air Force Commendation Medal with oak leaf cluster, National Defense Service Medal, Vietnam Service Medal with four service stars and Republic of Vietnam Campaign Medal. He was promoted to brigadier general June 1, 1985, with same date of rank. (Current as of July 1986)
