BRIGADIER GENERAL ALLISON G. GLOVER Brigadier General Allison G. Glover is deputy chief of staff for engineering and services, Headquarters Military Airlift Command, Scott Air Force Base, Ill. He is responsible for facilities construction, maintenance and operation, as well as operation of base service functions for the command at its 15 major bases in the United States and overseas. He also acts as the command's liaison officer for commissary and exchange operations. General Glover was born in 1930, in Rochester, N.Y. He graduated from Falls Church High School, Va., in June 1947; received a bachelor of science degree in agronomy from the Virginia Polytechnic Institute in 1951; and earned bachelor and master of science degrees in civil engineering from the University of Illinois in 1957 and 1961, respectively. He graduated from the Armed Forces Staff College, Norfolk, Va., in 1965 and the Air War College, Maxwell Air Force Base, Ala., in 1968. General Glover received a regular Air Force commission as a distinguished graduate of the Reserve Officers' Training Corps program at Virginia Polytechnic Institute and entered military service in August 1951 at Grenier Air Force Base, N.H. He was assigned there as an assistant air installations officer until December 1952 when he left for Korea and become the air installations officer for the 17th Bombardment Wing at K-9 Air Base. In January 1954 General Glover transferred to Hill Air Force Base, Utah, where he completed several assignments within the base engineering organization, including responsibility for the Wendover Range. In January 1955 he entered the University of Illinois under the Air Force Institute of Technology program and graduated with honors in January 1957 as a civil engineer. For the next four years General Glover was assigned to Headquarters U.S. Air Forces in Europe in Germany as a staff officer in the Office of the Deputy Chief of Staff, Civil Engineering. His work involved programming construction funds for the command's bases, as well as coordinating projects with the North Atlantic Treaty Organization international staff and Supreme Headquarters Allied Powers Europe to assure common North Atlantic Treaty Organization funding. He also did extensive work in coordinating the placement of ballistic missiles in Italy and Turkey. General Glover returned to the United States in June 1960 to attend the University of Illinois and obtain a graduate degree in civil engineering, specializing in construction management. From July 1961 to January 1965, he was assigned to the Office of the Deputy Chief of Staff, Civil Engineering, Headquarters Strategic Air Command, Offutt Air Force Base, Neb. He was responsible for programming funds for construction projects, improving maintenance management practices and later specializing in missile engineering functions. In August 1965 after attending the Armed Forces Staff College, General Glover was assigned to the Directorate of Civil Engineering, Office of the Deputy Chief of Staff, Programs and Resources, Headquarters U.S. Air Force, Washington, D.C. During the next several years he worked primarily to improve facility maintenance practices within the Air Force. General Glover attended the Air War College from August 1967 through June 1968. He then transferred to the Republic of Vietnam as director of programs for the deputy chief of staff, civil engineering at Headquarters Seventh Air Force. Construction activity in Vietnam was still substantial at this time, and General Glover was instrumental in completing the construction of several U.S. Air Force bases and planning the construction of one large Vietnamese air base. In the summer of 1969, he transferred to Hickam Air Force Base, Hawaii, and served as base engineer for one year. In September 1970 General Glover returned to Headquarters U.S. Air Force for duty in the Directorate of Civil Engineering, serving first in the Programs Division, and later as chief of the Plant Engineering Division. In September 1972 he became deputy chief of staff for engineering and services, Headquarters Air Force Systems Command, Andrews Air Force Base, Md., serving in that position until August 1979 when he assumed his present position. General Glover's military decorations and awards include the Distinguished Service Medal, Bronze Star Medal, Meritorious Service Medal and Air Force Commendation Medal with two oak leaf clusters. He was promoted to brigadier general Feb. 1, 1977, with date of rank Jan. 22, 1977. The general's hometown is Falls Church, Va. (Current as of July 1980)
