BRIGADIER GENERAL FRANCIS R. DILLON Brigadier General Francis R. Dillon is commander of the Air Force Office of Special Investigations, a field operating agency of the Air Force with headquarters at Boiling Air Force Base, Washington, D.C. The office is responsible for providing commanders of all Air Force activities independent professional investigative services regarding fraud, counterintelligence and major criminal matters by using a worldwide network of agents stationed at all major Air Force installations nd a variety of special operating locations. General Dillon was born in Hartford, Conn., in 1939, and graduated from high school in Windsor, Conn. He earned a bachelor of science degree in business from the University of Connecticut in 1962 and a master's degree in international relations from Troy State University in 1978. He completed Squadron Officer School in 1969, Air Command and Staff College in 1975, and Air War College in 1982. Upon graduation from the University of Connecticut, the general was commissioned as a second lieutenant through the Reserve Officer Training Corps program. In September 1962 he completed the U.S. Air Force Special Investigations School, Washington, D.C., and took command of AFOSI Detachment 2101, Pope Air Force Base, N.C. In July 1963 he was assigned to AFOSI Detachment 2102, Shaw Air Force Base, S.C., as a detachment operations officer. General Dillon studied German at the Defense Language Institute, Washington, D.C., from October 1964 to June 1965. He then was assigned to Munich, West Germany, as the AFOSI representative to the Office of the Coordinator and Adviser at the American Consulate. From July 1968 until June 1971 General Dillon served as an assistant professor of aerospace studies with the Air Force Reserved Officer Training Corps at Rutgers University, New Brunswick, N.J. In July 1971 he returned to duty as counterintelligence supervisor at AFOSI headquarters. In September 1972 he was assigned to the Special Plans Office, Directorate of Plans, on the Air Staff in Washington, D.C. General Dillon became chief of the Counterintelligence Division, AFOSI District 70, Wiesbaden, West Germany, in 1976. He directed all counterintelligence and antiterrorism activities in Central Europe and Scandinavia, as well as coordination with host government agencies. In July 1979 the general returned to the United States as commander of AFOSI District 20, McChord Air Force Base, Wash., with the responsibility for all AFOSI investigative activity in the states of Washington, Oregon, Idaho, Montana and Alaska. In 1984 General Dillon was named commander of AFOSI District 4, Andrews Air Force Base, Md. He became director of fraud and criminal investigations, AFOSI headquarters, in January 1986 and was named AFOSI vice commander in November 1986. He assumed his present command in February 1988. His military awards and decorations include the Legion of Merit, Meritorious Service Medal with two oak leaf clusters, Air Force Commendation Medal, Air Force Outstanding Unit Award with two oak leaf clusters, Air Force Organizational Excellence Award with three oak leaf clusters, National Defense Service Medal with bronze service star, Air Force Overseas Ribbon-Long with oak leaf cluster, Air Force Longevity Service Award Ribbon with six oak leaf clusters, Small Arms Expert Marksmanship Ribbon and Air Force Training Ribbon. He was promoted to brigadier general Nov. 1, 1988, with same date of rank. (Current as of January 1992)
