MAJOR GENERAL CHARLES G. CHANDLER JR. Major General Charles G. Chandler Jr., is deputy chief of staff for materiel, Headquarters Pacific Air Forces, Hickam Air Force Base, Hawaii. In this capacity he advises the commander in chief, Pacific Air Forces, on all matters pertaining to the materiel and installations logistics functions of the command; interprets policy and issues directives pertinent to the materiel and logistics functions; and is responsible for the development of materiel and logistics programs to insure adequate support to accomplish the Air Force mission in the Pacific. General Chandler was born in Evanston, Ill., in 1915. He enlisted in the Army in July 1938 as an aviation cadet and entered flying training at Randolph Field, Texas, and in May 1939 graduated and was commissioned as a second lieutenant at Kelly Field, Texas. His first duty assignment was to the 91st Observation Squadron at Fort Lewis, Wash. In July 1941 he was assigned as pilot and aide-de-camp to the commander, 9th Army Corps at Fort Lewis. In July 1942 he was transferred to the 85th Bombardment Group (Dive) at Baton Rouge, La., and served as group executive officer and squadron commander. He was transferred in May 1943 to the 311th Bombardment Group and accompanied this group as executive officer when it was transferred to India in July. Later he assumed command of the 311th Group, which had been redesignated a fighter-bomber group. As group commander he amassed 230 combat hours on 116 missions in the China-Burma-India Theater of Operations. In February 1945 he returned to the United States to become deputy commander and later commander of the 1st Tactical Air Division at Elser Field, La., and in August 1945 he was assigned as commander of the 2d Tactical Air Division at Stuttgart, Ark. This assignment was terminated with the inactivation of the 2d Tactical Air Division in December 1945. His next assignments were as director of operations and training, 306th Army Air Forces Base Unit, and later assistant chief of staff of personnel, Headquarters Tenth Air Force, Brooks Field, Texas. In March 1947 he was assigned as a student at the jet fighter school, Williams Air Force Base, Ariz., and after completion of this school was assigned as a student at the Armed Forces Staff College, Norfolk, Va. General Chandler next was assigned to duty at Headquarters U.S. Air Force, Washington, D.C., and in August 1948 he was reassigned as a member of the Joint War Plans Section, Joint Strategic Plans Group, Joint Chiefs of Staff, Washington, D.C. During November 1950 the general was transferred to London, England, as a member of the Planning Staff of the North Atlantic Treaty Organization. In the fall of 1951, following the organization of Supreme Headquarters Allied Powers Europe, Paris, France, General Chandler was transferred to that headquarters and was assigned duty as assistant chief of Operations Branch of the Plans, Policy and Operations Division. He returned to the United States in June 1953 and was assigned as a student at the Air War College, Maxwell Air Force Base, Ala. Following graduation in July 1954 he was transferred to Roslyn Air Force Station, N.Y., as deputy commander of the 26th Air Division, Air Defense Command. In June 1956 General Chandler was transferred to McGuire Air Force Base, N.J., as commander of the 4709th Air Defense Wing. He retained that position through the subsequent redesignations of the wing to the 4621st Air Defense Wing (Semi-automatic ground environment) and New York Air Defense Sector which, during July 1958, was activated as the first operational SAGE Sector in the Air Defense Command. General Chandler assumed duties as commander, Detroit Air Defense Sector, in September 1958 with headquarters at Custer Air Force Station, Mich. After bringing that element of the nationwide SAGE system to operational status, he was called to Headquarters, Air Defense Command, in Colorado Springs, Colo., where he served as assistant deputy chief of staff for materiel from September 1960 to November 1962. He next was appointed to the Joint Staff as chief, Programs Division, J-5, Joint Chiefs of Staff, Washington, D.C. He was retained in that position until January 1965, at which time he was transferred to the Air Force Staff and designated director of maintenance engineering, Deputy Chief of Staff, Systems and Logistics. In February 1966 he was assigned to Headquarters Pacific Air Forces as deputy chief of staff for materiel. His military awards include the Legion of Merit with oak leaf cluster, Distinguished Flying Cross with oak leaf cluster, Bronze Star Medal, Air Medal with oak leaf cluster, Joint Service Commendation Medal, Air Force Commendation Medal, Army Commendation Medal, and the Cloud and Banner Medal of the Republic of China. He has been awarded the Missileman Badge and holds the aeronautical ratings of command pilot and aircraft observer. In September 1968, General Chandler was presented the first Thomas P. Gerrity Trophy for effective logistics management. The award, sponsored by the Air Force Association, is presented annually to the Air Force individual who exemplifies the strongest dedication to service and devotion to duty in the field of systems and logistics.
