ROBERT M. MOORE

Robert M. Moore, a member of the Senior Executive Service, is the Director, Installations Center of Excellence Directorate, Air Force Civil Engineer Center, Joint Base San Antonio-Lackland, Texas. The Installations Center of Excellence manages the strategic acquisition, management, and disposal of Air Force real property. The ICE also executes the Deputy Assistant Secretary of the Air Force for Installations' (SAF/IEI) land and facilities policies through real estate transactions, long-term property management, and environmental remediation and property disposal for bases closed or realigned under the Base Closure and Realignment Acts of 1988, 1990 and 2005. The agency also assists communities in the conversion of closing and realigned bases from military to civilian use, and ensures property at these Air Force installations is made available for reuse. The Center of Excellence is headquartered in San Antonio, Texas, with one regional operating location in Sacramento, Calif.

Mr. Moore was previously Director of the Air Force Real Property Agency, where he steered the agency's evolution from a BRAC-only organization to become the Air Force's real property center of excellence. Under his leadership, AFRPA's real property programs have to date yielded more than $500 million in direct value and cost savings to the Air Force.

Mr. Moore was a project manager in the steel and chemical industries for nearly 10 years in the private sector before beginning his Air Force career in 1983. He has a wide variety of engineering, environmental and construction experience, and he has held positions at base and major command levels, including Deputy Chief of the Programs Division, Air Combat Command, Langley AFB, Va. He worked at Headquarters U.S. Air Force in the Office of the Civil Engineer, culminating as Deputy Chief of the Asset Management Division. Mr. Moore is a registered professional engineer in Pennsylvania and Florida.
