RICHARD E. KUTTER

Richard E. “Rich” Kutter, a Senior Level executive, is Technical Advisor, Embedded Computer Systems and Software, Air Force Life Cycle Management Center, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. Mr. Kutter serves as a national/international authority in embedded (air system) computer systems and software, providing technical direction and oversight in these areas for the Air Force. He provides advice and guidance to the highest Air Force and government officials as well as to multiple nationally important aerospace weapon system programs.

Mr. Kutter joined federal service in 2000 as an electronics engineer assigned to the Air Force Research Laboratory, Sensors Directorate, Wright-Patterson AFB, Ohio, and led computer and network security initiatives in the Directorate. Since then, he has held numerous technical and leadership positions in the field of cyber security, computer network security and software protection across the Air Force Research Laboratory and has led and supported initiatives across the Air Force, Department of Defense, and the U.S. Government.

In his previous position, Mr. Kutter served as the liaison between the Air Force Research Laboratory Avionics Vulnerability Mitigation Branch and the Air Force Acquisition and Test communities, advising acquisition programs and test programs on cyber security issues. In this capacity, he also directly supported the Air Force Life Cycle Management Center via participation with the Cyber Resiliency Office for Weapon Systems.
