Ms. Patricia Mulcahy, a member of the Senior Executive Service, is currently the Chief Human Capital Officer, U.S. Space Force. She provides executive leadership and managerial direction for the Space Force in all functional areas of personnel management, to include: force structure analysis; personnel programs; civilian personnel; readiness; senior officer matters; quality force issues; equal opportunity and family support for military and civilian personnel located at 175 locations worldwide in support of the Force’s space launch, space surveillance, missile warning and satellite command and control operations.

Ms. Mulcahy was commissioned in the Army from the Siena College Reserve Officer Training Corps program. She served at every level in the field of military personnel management and personnel service support, including company, battalion and brigade command, as well as key staff assignments in the 3rd Infantry Division, Army G-1 and European Command. Ms. Mulcahy retired as a colonel after 29 years of service. Following her retirement from the Army in 2009, Ms. Mulcahy served as a federal civilian employee in several military personnel policy positions in the Office of the Under Secretary of Defense for Personnel and Readiness. Prior to assuming her current position, Ms. Mulcahy served as the Deputy Assistant Secretary of the Air Force for Force Management Integration.

Her awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Office of the Secretary of Defense Medal for Exceptional Civilian Service, and various other awards and unit commendations.
