Joseph A. Fountain

Mr. Joseph A. Fountain, a member of the Senior Executive Service, is the Director of Contracting, Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio. He steers contracting policy for 12 operating locations, ensures workforce development for more than 2,100 contracting professionals, and manages a support and contract execution staff of more than 200 personnel. Mr. Fountain guides more than $40 billion in annual obligations supporting the center’s Portfolio Acquisition Executives and three Direct Report Divisions. He is also responsible for contracting support to more than 550 Air Force, joint and allied warfighting programs valued at more than $256 billion in active contracts. These programs include F-22 and F-16 fighter aircraft; C-17 and C-5 cargo aircraft; KC-46 tanker aircraft; B-1 and B-2 bomber aircraft; Presidential Aircraft Recapitalization; and Predator, Global Hawk and Reaper remotely piloted aircraft.

Mr. Fountain, a Georgia native, entered government service in 2004 as a Copper Cap trainee at Robins Air Force Base, Georgia, where he served in various positions as a contract specialist, price/cost analyst and procurement analyst. In 2011, Mr. Fountain relocated to Wright-Patterson AFB, Ohio, and served within the Air Force Life Cycle Management Center as a contracting officer in the Helicopter Program Office; Branch Chief in the C-130 Contracting Division; Deputy Chief in the Training Aircraft Contracting Division; and Chief of Contracts in the Global Hawk Division. In 2021, Mr. Fountain transitioned to Headquarters Air Force Materiel Command as the Technical Director for the Contracting Directorate. In 2023, Mr. Fountain was appointed to the Senior Executive Service and became the Director of Contracting for the Air Force Sustainment Center. In 2026, he assumed duties as Director of Contracting for the Air Force Life Cycle Management Center.
