Brigadier General Ryan P. Keeney serves as the Director, Capability Development, Deputy Chief of Staff for Force Modernization, Headquarters U.S. Air Force, the Pentagon, Washington, DC. In this position, General Keeney establishes capability developmental policy and provides guidance and direction to 220 military, civilian, and contractor personnel who represent the warfighter in the Air Force Corporate Process. The Directorate is the Service’s center of expertise on Capability Development and Joint Integration, comprised of 23 teams covering the entire range of Air Force programs, including next generation sensors and aircraft, weapons, autonomous platforms, command and control, space and cyber systems, base defense, and mobility. The Directorate also oversees the Air Force’s joint capabilities integration and development processes, advocating service positions at the Joint Requirements Oversight Council and Requirements and Resourcing Alignment Board.
General Keeney commissioned in 1997 with academic and military distinction from the United States Air Force Academy. He has served in fighter, test, and RPA units and has commanded at the squadron, group, and wing levels as well as serving in a variety of staff assignments; including as the speechwriter to the Acting Secretary and Vice Chief of Staff of the Air Force, DARPA Intern, and Air Force Fellow.
General Keeney is a command pilot whose aviation career includes more than 3,200 flying hours and over 450 hours of combat experience in the F-15C, F-16C, MQ-1B, and MQ-9. Prior to his current position, General Keeney was the Director, Concepts and Strategy, Deputy Chief of Staff for Air Force Futures.
