KIYALAN BATMANGLIDJ

Mr. Kiyalan “Kiya” Batmanglidj is the Deputy Assistant Secretary for Congressional Budget and Appropriations Liaison within the Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller. He serves as the Air Force’s primary liaison to members of Congress and staff serving on the House and Senate Appropriations and Budget Committees. Mr. Batmanglidj leads a staff of military, civilian and contract professionals who coordinate and communicate a cohesive financial management strategy aligning the president’s priorities, as directed by the Secretary of War and Air Force leadership, with congressional processes and timelines in support of legislative action.

Mr. Batmanglidj has over 27 years of civilian experience including 15 years of experience at the Pentagon working in Army acquisition and force development, 10 years of experience as a Professional Staff Member on the House Appropriations Committee and two years of experience managing government programs on site in the Middle East. He is also an Army veteran having served three years in the U.S. Army’s parachute infantry from 1986 to 1989 and having been recalled to active duty briefly in support of Operation Desert Shield. He left the Army as a noncommissioned officer with the rank of sergeant.
