Mr. Robert Edward Bivins is the Chief of the Compliance and Cybersecurity Divisions for the Department of the Air Force Chief Information Officer, the Pentagon, Arlington, Virginia, where he advises the Chief Information Security Officer on compliance and cybersecurity strategy and directs enterprise-wide statutory compliance, governance, and modernization efforts. His responsibilities span the U.S. Air Force and U.S. Space Force, impacting more than 600,000 Airmen, Guardians, and civilian employees worldwide. He oversees enterprise programs including the Freedom of Information Act, Privacy, Records Management, Section 508, and associated statutory requirements, ensuring DAF-wide alignment with federal mandates, cybersecurity modernization priorities, and White House and Department of War directives.
Mr. Bivins directs enterprise corrective action strategies for audits conducted by the Government Accountability Office, DoW Inspector General, and Air Force Audit Agency, resolving longstanding material weaknesses and strengthening DAF audit readiness. He modernized the records enterprise, delivering the first DAF-wide electronic system to improve compliance with federal mandates and enhance accountability. As the DAF’s FOIA Public Liaison Officer and Federal Register Liaison Officer, he ensures transparency and public trust obligations, shaping DAF engagements with Congress, the Department of Justice, the National Archives and Records Administration, and other federal stakeholders on high-visibility information matters. He also leads DAF-wide privacy initiatives, strengthening protections for personal information and advancing enterprise strategies that safeguard privacy while supporting mission effectiveness.
Mr. Bivins leads enterprise cybersecurity governance, integrating cyber risk management into global mission operations and directing governance of information systems supporting worldwide operations. He ensures DAF alignment with national security priorities, federal directives, and Executive Orders, including the implementation of Zero Trust principles. He provides governance and accountability for the DAF’s Authorizing Officials on behalf of the CISO, ensuring their roles are clearly defined, coordinated, and aligned with enterprise cybersecurity strategy. He represents the DAF in coordination with the DoW CIO, interagency partners, and authorizing officials, advancing innovation in cybersecurity governance through automation, continuous monitoring, and data-driven risk assessments. His efforts strengthen cyber resilience at enterprise scale and embed cybersecurity as a strategic enabler of mission assurance.
Prior to his current assignment, Mr. Bivins served as Chief Technology Officer for the Air Force Office of Special Investigations. In that role, he modernized OSI’s cybersecurity posture, strengthened system authorization processes, expanded organizational capacity, and led a major innovation initiative with the Defense Information Systems Agency and Los Alamos National Laboratory to advance mobile security solutions for the DoW. Earlier, as an Enterprise Architect in the Air Force CIO office and as a Computer Engineer with the C3I&N Program Executive Office, he advanced identity and access management modernization, contributed to DoW CIO reference architectures, and established frameworks that continue to shape enterprise acquisition and compliance practices. These assignments built the foundation for his expertise in modernization, enterprise policy, and integrating cybersecurity and compliance as strategic enablers of national defense.
