Brig. Gen. Todd E. Randolph is the Director of Manpower, Organization and Resources, Deputy Chief for Manpower, Personnel and Services at Headquarters U.S. Air Force, the Pentagon, Arlington, Virginia. He leads the management and oversight of the Air Force’s manpower enterprise encompassing more than 757,105 Total Force personnel and the programming of more than $61 billion in annual funding for the manpower portion of the Air Force Program Objective Memorandum. Additionally, he sets standards and policy for strategic manpower sourcing, performance management, organizational structure, and manpower data systems.
Brig. Gen. Randolph was a distinguished graduate from Officer Training School in 2000, after 11 years enlisted as a Mental Health Technician. He has served in a variety of assignments to include the Assistant Director, Joint Officer Management Policy, Office of the Secretary of Defense, Deputy Chief Borders Division, Joint Operations, U.S. Forces-Iraq, and at the air staff level working Air Force Development and Services policy including associated budgets. Most recently, Brig. Gen. Randolph served as the Chief of Staff of the Air Force Fellow at the Council on Foreign Relations, David Rockefeller Studies Program, Council on Foreign Relations’ Think Tank covering the world’s most significant foreign policy issues in New York City.
Prior to this fellowship, he served as the Commander of the 316th Wing and Installation Commander for Joint Base Andrews-Naval Air Facility Washington, Maryland. As the host wing for Joint Base Andrews, he was responsible for providing installation security, personnel, contracting, finance, medical and infrastructure support for five wings, three headquarters, and over 80 tenant organizations, as well as 60,000 Airmen. He has served as Executive Officer for the Air Force Air Demonstration Team, the “Thunderbirds”, Legislative Fellow, and commanded at the squadron, group, and wing levels.
