James A. Dunn is the Deputy Director, Requirements, Directorate of Plans, Programs, and Requirements, Headquarters Air Combat Command, Joint Base Langley-Eustis, Virginia. The directorate is responsible for all functions relating to the combat air force’s weapon systems acquisition, modernization, sustainment, and test of over 100 programs, while directing a staff of 16 divisions. The directorate also develops and prioritizes science and technology investment needs, manages technology transition efforts, and collaborates with industry, academia, major commands, and other government agencies to focus technology investment on satisfying top weapons system requirements.

Mr. Dunn graduated from the University of South Carolina and entered the Air Force through Officer Training School where he earned his commission Nov. 7, 1981. He is a master navigator with more than 4,600 flying hours in the B-52, and has been assigned to numerous operational, command and staff positions. He commanded the 40th Expeditionary Operations Group, was Deputy Commander of the 2nd Operations Group, and Commander of the 2nd Operations Support Squadron. He is a graduate of the U.S. Air Force Weapons School and served as an instructor and operations officer for the school's B-52 division. He served on the U.S. Strategic Command staff, culminating as Chief, Aircraft Plans, in the Plans and Policy Directorate. He also served in the Air Combat Command staff as the Chief, Flight Operations Division, Commander Air Combat Command/Training Support Squadron, Director of Strategic Deterrence and Nuclear Integration and the Associate Director for Operations prior to assuming his present position. He is a graduate from the Air Command and Staff College, Joint Staff College and Air War College.
