DAVID M. LOWY

David M. Lowy, a member of the Senior Executive Service, is the Deputy Director of Security, Special Program Oversight and Information Protection, Office of the Administrative Assistant, Office of the Secretary of the Air Force, Washington, D.C.

Prior to his current position, Mr. Lowy was the U.S. European Command Counterintelligence Coordinating Authority and EUCOM J2X Counterintelligence Branch Chief.  Mr. Lowy coordinated and deconflicted counterintelligence operations, investigations and activities within the EUCOM area of operations to include coverage of 51 countries and territories in Europe. He also served as the U.S. national counterintelligence representative to NATO. 

Previously, Mr. Lowy was the Acting Chief of Staff, National Counterintelligence Policy Board Executive, and Deputy Director of Outreach, for the Office of the National Counterintelligence (ONCIX) Executive. In this capacity, he managed the daily operations of ONCIX, provided oversight and management of several national level executive boards, and developed communication strategies and products to deliver key messages to the public and private sector.

Mr. Lowy served as the Deputy Director, 1st Field Investigations Region, Air Force Office of Special Investigations, at Wright-Patterson Air Force Base, Ohio. In this role, Mr. Lowy directed criminal and major procurement fraud investigations of 301 personnel at 22 AFOSI field units supporting Air Force Materiel Command, Air Force Special Operations Command and Air Force Reserve Command. During Mr. Lowy’s tenure, his AFOSI Region conducted over 60 major procurement fraud investigations resulting in nine criminal convictions, 50 suspensions and debarments, and over $75 million returned to the US Government. He also planned and directed CI operations and investigations to identify, neutralize, and exploit terrorist, cyber, and foreign intelligence threats to protect in-garrison personnel, resources, and operations. 

Mr. Lowy deployed to Irbil, Iraq, as the Special Agent in Charge of the Strategic Counterintelligence Directorate’s Irbil Field Office. He led 33 agents, linguists, and support personnel in the conduct of strategic counterintelligence operations in a combat environment to identify, exploit, and neutralize hostile foreign intelligence, terrorist, and insurgent threats to Coalition Forces in the Iraq Theater of Operations. He successfully led his team through 153 missions covering 15,542 mission miles to service 25 counterintelligence operations.

Previously, Mr. Lowy was the Special Agent in Charge of AFOSI Detachments at the U.S. Embassy in Paris, France, and at Bolling AFB, Washington, D.C., as well as the Director of Operations of the AFOSI Detachment at Ramstein AB, Germany. He was also the first Chief of the Headquarters AFOSI Commander’s Action Group and served as AFOSI’s resident major procurement fraud investigator at Lockheed Martin Missiles and Space, Sunnyvale, California. Previous to this, Mr. Lowy was a counterintelligence officer assigned to Royal Air Force Uxbridge, England. Mr. Lowy began his career in July 1991 as a criminal and base-level fraud investigator at the AFOSI Detachment on Bolling AFB.
