MAJOR GENERAL JAY "SCOTT" GOLDSTEIN

Maj. Gen. Jay “Scott” Goldstein is the Mobilization Assistant to the Under Secretary of the Air Force. He is responsible for assisting the Under Secretary in the affairs of the Department of the Air Force, including the organizing, training, equipping and providing for the welfare of approximately 670,000 active duty, Guard, Reserve and civilian Airmen and their families world-wide. He helps oversee the Air Force’s annual budget of over $190 billion and directs strategy and policy development, risk management, weapons acquisition, technology investments and human resource management across a global enterprise. He is responsible for assisting the Under Secretary in implementing decisions of the President and Congress and fulfilling Combatant Commanders’ current and future operational requirements.

Maj. Gen. Goldstein began his military career in the U.S. Army, where he was branch qualified both Infantry and Signal. He transferred to the U.S. Air Force in 1990 as a developmental engineer, where he made significant contributions to intelligence, surveillance and reconnaissance systems, earning 15 Air Force Scientific Achievement Awards. His career transitioned to space operations and he was mobilized seven times to lead Secretary of Defense authorized space and cyberspace operations during Operations Enduring Freedom and Iraqi Freedom

In his civilian capacity, Maj. Gen. Goldstein is an industry executive with extensive leadership and management experience as well as engineering expertise. He has published more than 100 peer-reviewed articles/book chapters and holds five U.S. patents on advanced topics in detection theory, information theory, data compression, intelligence, surveillance and reconnaissance and communications systems.
