SANTA CLARA, El Salvador -- Staff Sgt. Jason Silcott (right) and a local civil engineer carry a footer frame for a new clinic being built here. The civil engineers are part of New Horizons 2005, a readiness training exercise providing humanitarian assistance to people in El Salvador.
