BONNER SPRINGS, Kan. -- Master Sgt. Rusty Steel helps an electric-shock "victim" during the hurt-man rescue event at the 21st annual International Lineman's Rodeo here Sept. 11. Competitors, secured to the top of the pole by only a safety belt and ankle spikes, were required to harness the mannequin then lower it to an exact area on the ground while being timed. Sergeant Steel is an instructor with the 366th Technical Training Squadron at Sheppard Air Force Base, Texas. More than 700 of the best electrical linemen worldwide participated in the competition.
