Brig. Gen. Robin Rand speaks at a military luncheon during the 37th Annual Tuskegee Airmen National Convention July 18 in Philadelphia. The luncheon honored Tuskegee Airmen and those currently serving, and featured a performance by the Air Force Honor Guard drill team.
