Daniel Ginsberg approves a proposal for the Civil Air Patrol to restructure their noncommissioned officer corps Oct. 18, 2013, in Washington, D.C. Now, with the newly-established NCO corps structure, NCOs will be able to progress and promote through the ranks similar to the Air Force. Ginsberg is the assistant secretary of the Air Force for manpower and Reserve affairs.
