Air Force garners 18 Presidential Rank Awards

White House officials recently released the names of the 2004 Presidential Rank Award recipients.

The awards program was established to recognize career senior executive service and senior professional people who exemplify the highest level of integrity, leadership and personal conduct and who have demonstrated exceptional performance during an extended period of time.

The awards are given in two categories: distinguished and meritorious.

The distinguished award is given for sustained extraordinary accomplishments and is limited to 1 percent of the career senior executive service, defense intelligence senior executive service, or senior level scientific or professional governmentwide population.

The meritorious award is given for sustained accomplishment and is limited to 5 percent of the population.

Air Force recipients were honored April 27 at a ceremony at the Women in Military Service for America Memorial in Arlington National Cemetery. Michael L. Dominguez, acting secretary of the Air Force, and Gen. Gregory S. Martin, commander of Air Force Material Command were the event hosts.

Winners of the Distinguished Presidential Rank Award include:

-- Susan O’Neal, installations and logistics assistant deputy chief of staff at U.S. Air Force headquarters.

Winners of the Meritorious Presidential Rank Award include:

-- W. Kipling At Lee Jr., national security and military affairs deputy general counsel at U.S. Air Force headquarters.

-- Dr. Siva S. Banda, Control Science Center of Excellence director at the Air Force Research Laboratory at Wright-Patterson Air Force Base, Ohio.

-- Dr. William U. Borger, AFRL’s plans and programs director.

-- Robert E. Corsi Jr., deputy administrative assistant to the secretary of the Air Force at U.S. Air Force headquarters.

-- Joseph G. Diamond, Air Force office of small and disadvantaged business utilization director at U.S. Air Force headquarters.

-- Kenneth K. Dumm, intelligence associate director at U.S. Air Force headquarters.

-- Edward C. Koenig III, deputy director for supply at the directorate of logistics and sustainment at Wright-Patterson.

-- Phillip E. Lathrop, National Air and Space Intelligence Center chief scientist at Wright-Patterson.

-- Charles McBrearty Jr., materials technology director at the Air Force Technical Applications Center at Patrick AFB, Fla.

-- Lester McFawn, AFRL executive director.

-- Arthur J. Myers, services director at U.S. Air Force headquarters.

-- Dr. Donald B. Paul, air vehicles directorate chief scientist at Wright-Patterson AFB.

-- Robert D. Stuart, deputy for budget for assistant secretary of the Air Force for financial management and comptroller at U.S. Air Force headquarters.

-- Maj. Gen. David E. Tanzi, Air Force Reserve Command vice commander at Robins AFB, Ga.

-- Debra K. Walker, depot maintenance deputy director at Wright-Patterson.
